Oleg Vladimirovich Penkovskiy was born on April 23, 1919 in Ordzhonikidze. He was recruited by the CIA and British Secret Intelligence Service as a spy on April 20, 1961. Penkovskiy was the only spy invovled in Operation Chickadee and Ironbark. Operation Chickadee was the oral information given to the CIA, while Operation Ironbark was the documentary material. The British Intelligence Service used Operation Arnica for oral reports and Operation Rupee for documentary material.

Penkovskiy had produced 1, 200 pages of transcipts, 111 exposed roles of film and 10, 000 of written and oral intelligence reports. Penkovskiy met often with Janet Chisholm, code named "Anne", until January 19, 1962 when he determined that either he or "Anne" was under KGB surveillance. From then on, Penkovskiy used dead drops once a month. A dead drop was a place where one person would drop off material and sometime after the first person had left, a second would pick up the information so that there was no personal meeting. October 12, 1962 Penkovskiy was arrested. Although the Soviets never learned the full extent of Penkovskiy's treason, he was sentenced to death in May of 1963. May 16, he was executed.
